I have now the honour to do so,

and I regret that so long an interval has meantime elapsed. By
last mail I submitted to Your Lordship the Amending Public
Health and Buildings Ordinance which has just passed the
legislature. The enclosures to my covering despatch included a
copy of the local "Hansard" report of the debates in the
Council in which I have stated my views in reference to the
recommendations of the Commission fairly fully, and with those
speeches, and the other enclosures to that despatch before Your
Lordship it will not be necessary I think for me to trouble you
with any very elaborate examination of the Commissioners'
Report. In October last I prepared a lengthy Memorandum deal-
-ing seriatim with every clause of the Report, and recording my
views and decisions thereon, but unless Your Lordship should
express a desire for a copy of it I do not think it necessary to
trouble you now with so lengthy a document.

The Report of the Commission was
a somewhat loosely worded one, its recommendations were in many
cases far from precise. The schemes it propounded were ill- -digested and I found it not an easy task to reduce them to a
concrete form.
